Why JIA-CERJA Exists

Judicial systems of fragile or post-conflict States face heavy structural blockages. JIA-CERJA provides tailored, scientifically grounded, and field-tested operational solutions to overcome these systemic challenges.

Structural challenges & institutional fragility

Many judicial systems in fragile, post-conflict, or transitional states are experiencing a widespread breakdown of their judicial and penitentiary systems, alongside an absence or weakening of state authority.

Barriers to access to justice

Institutional, structural, or cultural obstacles, combined with a lack of political will, prevent citizens - particularly women, children, and vulnerable groups - from accessing justice.

Lack of coordination & dysfunction of the penal chain

A critical lack of structural synergy across the criminal justice chain leads to serious dysfunctions, institutional bottlenecks, and extreme prison overcrowding that violates prisoners' rights and human dignity.

Need for context-sensitive methodology

Successful judicial reform requires a deep understanding of local socio-political, anthropological, and cultural realities, combined with a solid command of national law and international legal instruments.
