A field-based diagnostic of penitentiary realities across selected African contexts, with strategic levers for sustainable reform.

A structural challenge

Across multiple African contexts, prison overcrowding has reached critical levels, undermining the dignity of detainees and the credibility of justice institutions.

The drivers combine procedural inefficiencies, over-reliance on pre-trial detention and limited investment in penitentiary infrastructure.

Strategic levers

The report identifies four interlocking levers, none of which is sufficient on its own:

  • Legal frameworks. Harmonize legislation on alternatives to incarceration with international standards.
  • Procedural reform. Shorten pre-trial detention duration through case management and judicial review.
  • Operational reform. Strengthen penitentiary administration through training, governance and oversight.
  • Coordination. Anchor reform pathways in inter-institutional coordination mechanisms.
